"Yosef Ha'Tzadik is called the Strong Bow. Bow can also refer to actual prayer to Hashem. Nothing we do physically can work without prayer. The rainbow comes from the word, 'difficulty' because in order to discern colors and to look for the good in something requires a very special eye and that's why Hashem placed it in the darkness of the clouds. The rainbow, itself, represents two sides: it can represent either war or peace, judgment or mercy. It is also a combination of water and light. That's again represented by this concept of the physical meeting the spiritual. Therefore, Hashem gave the sign of the rainbow to Noach as a wake-up call to realize that you should try to always look for the good within the cloud of darkness. Yosef knew how to do that: his special ability to love and combine everything together and see the good in things. That is why the month of Kislev is called, The Archer and not the Rainbow because the power to aim the bow is in the hands of the archer: the merit of Yosef.
